In very basic terms an EU Representative is a point of contact for the organisation based outside of the EU they represent, who can communicate with individuals and data protection authorities on behalf of the organisation in relation to data protection matters. It should be established in the EU.
Based on your analysis of whether your data processing is within scope of the EU GDPR (including your supply chain) will determine if an appointment of a Representative is a mandatory obligation.
If your organisation is located outside the EU but is offering goods or services to individuals in the EU, or monitoring their behaviour, and you are processing their personal data for those purposes, then subject to the above exceptions you will need to appoint a Representative, if you do not have your own establishment within the EU.
We are now officially in the transition period and nothing has fundamentally changed, but after that anything can happen.
